In 2001, Reyna Garcia established a neighborhood group that would educate the youths of the Hispanic culture. She began by developing a core group of volunteers who offered to share their knowledge of the arts. At it's two year mark the Mexican Cultural Project was offering art classes, guitar lessons, and traditional Aztecan Dance lessons for its children. E.S.L. classes, a woman's support group would later stem from the group.

The Mexican Cultural Project would catch the attention of the Annual Book Festival committee that was led by Edward James Olmos. The group was invited to participate in New York City's 2001 Annual Book Festival.
